WC_Tracker::get_last_send_time │ private static │ WC 1.0

Get the time the current tracking attempt was closed out.

Despite the option name, this is not only set on delivery: it also advances when an attempt is abandoned, including before a snapshot could be built. The scheduled gate reads it as "this cycle is done", not "a snapshot was sent".
